Bill is currently serving as the Vice President for CNA-USA for the China region, as well as a director for Skyhigh Education in China. Bill was one of a small segment of China's elites who held two graduate degrees during his time, namely a degree in TCM with a top-rated Chinese medical college as well as a degree in law from Sun Yat-Sen University, one of the top-tiered universities in China.

Before his entry into the private sector, Bill worked for many years in various divisions in the Chinese government. He has held multiple high-ranking positions in the government sector, including service as a senior inspector in the police forces as well as being the General Manager for the local forestry department. His time rotating across the divisions gave him much insight into the operations of the Chinese government as well as helped him to develop significant working relationships with many key government figures.

Bill's in-depth experience and knowledge gained during his time in both the public and private sectors, along with his extensive network, allow him to be a great contributor to the success of both Skyhigh and CNA-USA.
